Refactor ScenarioSimulationXMLPersistenceTest

      Most of the existing tests in ScenarioSimulationXMLPersistenceTest are trying to test a single step of the migration and not the whole process. Move single step tests to InMemoryMigrationStrategyTest and keep in ScenarioSimulationXMLPersistenceTest only end to end migration testing
