Rule Removal throws NPEs in a variety of ways

      Scenario:
      1) A KBase is created
      2) A KBuilder is created, using the original KBase, to compile more rules in the SAME package
      3) The new packages are explicitly added to the original KBase

      This causes an in-place removal/readdition of the original rules.
      This process may fail in at least 3/4 different places.
