Out of order RightTuples when adding rules dynamically

When a a rule is dynamically added to the rule base the otnId for the newly created nodes is set on them lazily. In some cases this otnId setting is done too late causing the RightTuples, created as consequence of the addition of the new rule itself, to be added out of order in the respective FactHandles.
