Description of problem:
The exception-handling code in pki-tps-10.5 is not returning the proper error codes to the user in a
variety of cases. For example, The TPS will return Error Code 35 indicating that the token is terminated when and internal server error occurs. In addition, some returned error codes returned do not match the corresponding error description displayed by 90meter Card Issuance Workstation (CIW).
For users who have been using the product and troubleshooting issues for the past 8 years it will be beneficial to keep the error codes the same in the update to TMS. Also, there is no plan to change the current client documentation for TMS so this change would help our PMO save some money and headaches.

This bugu was created to handle various error handling by the TPS and dealing with CIW client.
It appears most of the customers commits were submitted, but one was missing which affects the handling and reporting of such errors.
