Updating to Redhat-pki 10.8 causes nuxwdog tomcat instance to not start

      Description of problem:
      After updating redhat-pki packages from 10.6 to versions found in RHCS 10.8, nuxwdog service doesn't start.

      Version-Release number of selected component (if applicable):
      redhat-pki-est-11.6.1-2.module+el8pki+22942+ec484924.noarch.rpm
      redhat-pki-11.6.1-2.module+el8pki+22942+ec484924.x86_64.rpm

      How reproducible:
      Every time we install the above packages

      Steps to Reproduce:
      1.Update from RHCS 10.6 to RHCS 10.8

      Actual results:
      nuxwdog fails to start with error: "keyctl_search: required key not available"

      Expected results:
      Installation should succeed and nuxwdog should start
