RHCS "VERSION" file does not exactly match package version redhat-pki-base

      Description of problem:

      packages were installed using the public subscription manager with my employee subscription:

      certsys-10.8-for-rhel-8-x86_64-rpms
      Red Hat Certificate System 10.8 for RHEL 8 x86_64 (RPMs)

      cat /usr/share/pki/VERSION
      Name: pki
      Specification-Version: 11.6.1
      Implementation-Version: 11.6.1-1

      but:

      rpm -qf /usr/share/pki/VERSION
      redhat-pki-base-11.6.1-2.module+el8pki+22942+ec484924.noarch

      same with
      curl --insecure -0 https://`hostname -f`:8443/ca/admin/ca/getStatus
