[WebUI] Tooltips for part of Syntax Settings for local password policies do not show

      Description of a problem

      When creating a new local password policy with syntax settings, part of the fields do not show tooltips with useful information.

      Version-Release number of the selected component

      rpm -q 389-ds-base cockpit-389-ds

      Steps to reproduce

      1. Create an instance
2. Go to Database -> Password Policies -> Local Policies -> Create A Policy
3. Show Syntax Settings, check Enable Password Syntax Checking

      Actual results

      None of the options in the right column show tooltip on mouseover (namely: Minimum Alpha's, Minimum Special, Minimum Lowercase, Minimum Categories, Max Repeated Chars, Max Sequence Sets)

      Expected results

      All fields should have active tooltips since they contain clarification on the parameter being set and also the precise name of the attribute.
