For provider mode rdr maintenance mode is not getting triggered.
We are not seeing maintenancemodes.ramendr.openshift.io getting created.
The OCP platform infrastructure and deployment type (AWS, Bare Metal, VMware, etc. Please clarify if it is platform agnostic deployment), (IPI/UPI):
Tested on ibm baremetal clusters
The ODF deployment type (Internal, External, Internal-Attached (LSO), Multicluster, DR, Provider, etc):
Provider
The version of all relevant components (OCP, ODF, RHCS, ACM whichever is applicable):
OCP: 4.18.0-ec.3
OCS: 4.18.0-78

Steps to Reproduce:
1. Deploy provider clusters and create hcp cluster with storageclients
2. Create an ACM managed cluster
3. Import the provider and hcp clusters
4. Create DR policy for any 2 clusters
5. Check during failover maintenance mode CR got created or not
