[RDR] UI blocks a DR operation on an appset based workload

      If this is a regression, please provide more details to justify this: Yes, this issue wasn't seen with ODF 4.17 or below versions

      Steps to Reproduce:

      1. On a RDR setup, deploy appset (pull) model based RBD and CephFS workloads and try to Failover and Relocate it. 

      2. If the initiate button is enabled, try to disrupt the data sync, wait for 3x the sync interval and try Failover/Relocate again. Check the "Initiate" button.

      The exact date and time when the issue was observed, including timezone details:

       

      Actual results:

      1. Initiate button remains disabled even when the target cluster is correct and reachable. Tried multiple times in different Chrome tabs.
      2. The warning alert "Inconsistent data on target cluster" is not shown when the lastGroupSyncTime is behind 3x the sync interval for the workload. The page just shows a bell icon. Refer attached screencast.

      Expected results: Warning alert "Inconsistent data on target cluster" should be shown and "Initiate" button should remain enabled so as to perform a DR operation.
