In case of upgrade strategy as "Manual", ceph-csi operator required upgrade approval explicitly. Even though upgrade for ODF operator had already been approved.

Following were the installplans generated:

Steps to Reproduce:

1. Install Data Foundation 4.17 in provider mode with Manual Strategy.

2. Upgrade OCP to 4.18.

3. Approve the installplan for odf-operator while not approving for ceph-csi operator explicity.

Actual results:

Ceph-csi operator did not upgrade to the desired levels along with odf-operator. And installplan for it had to be approved explicitly.

Expected results:

Ceph-csi operator should be upgraded along with odf-operator.
