Unable to uninstall a storage system if NooBaa is originally installed in standalone mode

Steps to Reproduce:
1. Install ODF, then set up NooBaa in standalone mode with Quay
2. Set up a storage cluster
3. Attempt to uninstall the storage cluster following this guide

Actual results:
When trying to uninstall the storage cluster, we see the following message:
failed to reconcile CephCluster "openshift-storage/ocs-storagecluster-cephcluster". CephCluster "openshift-storage/ocs-storagecluster-cephcluster" will not be deleted until all dependents are removed: CephObjectStoreUser: [noobaa-ceph-objectstore-user]
Expected results:
Storage cluster should be easily removed
