[UI] Skeleton Screens, data elements are misplaced, incorrect color scheme

      Description of problem - Provide a detailed description of the issue encountered, including logs/command-output snippets and screenshots if the issue is observed in the UI:

      with ODF 4.19 we see multiple elements are misplaced. For example:

      • Skeleton Screens and Loading Placeholders
      • graphic that shows selection of the tab
      • cluster utilization graphics
      • pvc dropdown and namespace dropdown at Requested capacity cart are not aligned
      • ODF Topology search bar does not follow Dark Mode / Light Mode
