We need to backport to 4.17.1 the following fixes for DBS3 and Scale CES-S3.

For DBS3:
PR 8174 GPFS flock
PR 8106 Head object enhancement to show tape volser
PR 8484 max key/bucket length
PR 8456 Moonwalk restore issue

For Scale CES-S3
PR 8481 Lifecycle policy validation fixes
PR 8489 add undefine check for delete_last_version when using NS FS buckets
PR 8485 fix delete version concurrency issues when using NS FS buckets
