    Description

      Stack Overflow page test can be flaky and some test scenarios are not fully covered. We should stub these requests for local dev and PR environments.

      Definition of Done

      1. Stack Overflow page tests use canned data for local dev and PR environments
      2. Stubs can be switched on or off depending on developers preference.
      3. Reviewer is happy with implementation.
