Create Topic page - reorder top section input fields

      In admin UI, when creating a topic page: The input fields should be ordered like follows:

      1. title
      2. sub title
      3. blue card title
      4. blue card description (with text format pull down).

      Definition of Done

      1. The input fields are ordered as above
      2. Only the description box has alternative format options.
