Expose "snapshot.delay.ms" option for all connectors

Currently, snapshot.delay.ms property is available only for MySQL connector.

As the documentation states, this property can be used to avoid snaphot interruptions when starting multiple connectors in Kafka Connect cluster when task rebalancing happens.

This feature should be available in all connectors.
