Which use case/requirement will be addressed by the proposed feature?

Exclude empty shards may temporarily see incomplete view of tablets on startup. If later it sees more tablets it will not add them thinking it's before a reshard, but will never receive any such reshard events thus continuing to ignore the tablets.

Implementation ideas (optional)

We could add a check sum, or specify a shard list. Or hash of the shard list. Some way to veriy and retry if not
