https://issues.redhat.com/browse/DBZ-9085 intended to not allow REPLACE and TRUNCATE statements enter the history topic.

However in the case where skipped operations contains truncate, we are still adding truncate events to history topic.

This ticket is fixing that.

The impact however, is not large. Even before DBZ-9085, truncate events were going to the history topic.
