The topic settings check performed for the schema history topic performs checks like

1. Topic retention time should be infinity
2. Number of partitions should be 1
3. retention bytes should be unlimited
4. cleanup policy should be delete

However, at present all of these are "soft" checks. Meaning, task starts even if these are not met. Just a warning gets printed.

This enhancement to make some of the checks as "hard" and fail the task if not met. These would be the ones which are documented in public documentation
