Consider the case where a task is trying to start when the history topic is already present and the offset is null. Which is possible when the history topic has been created beforehand and the user wants to use that history topic with the connector.

In this case, the topic is simply used as is without any checks performed on it. This enhancement is for adding the topic settings check in this case also.
