Use TableFilter contract instead of Predicate<TableId>

Using a dedicated functional interface makes it much simpler to trace any usages of the contract. This effort has already been started and should be continued with this issue. There's also TableNameFilter which is essentially the same and should be removed in favor of TableFilter.
