Clarify that Oracle connector does not read from physical standby

      Update the Standby databases section in oracle.adoc to clarify that the connector now includes an incubating feature that enables it to capture changes from a logical standby database, but not a physical standby. 

      As part of the change, remove the conditionalization tags on L2674 and 2689 so that the content that describes the use of standbys and the Failover databases section are exposed downstream. Modify the currently conditionalized content so that it applies to both the upstream and downstream versions.

      On L2345, in the list that is conditionalized for product use, update the xref to the section to reference the downstream ModuleID vs. the original anchor ID. 

      To update the published 2.5.4 version of the User Guide, I'll backport this change to 2.5 branch and test to ensure that the downstream build correctly creates the module con-running-the-connector-with-an-oracle-standby-database.adoc
