Which use case/requirement will be addressed by the proposed feature?

Right now all temporal types are simply written as strings. Downstream consumer would need to be doing pattern matching or every connector deploy needs lots of custom converters deployed. 

Implementation ideas (optional)

We should match what the MySQL connector does for time.precision.mode. We implement the two non-deprecated modes: adaptive time microseconds and connect.
