Currently the timestamp in the change event envelope is microsecond based and there is at least one request, see here, where a user wants to have a much more granular precision for post processing.

To be compatible with Debezium 2, we should add a new field, either ts_us or ts_ns that holds the more precise timestamp value and then as a part of Debezium 3 we can consolidate these fields accordingly.
