Currently Oracle REST Extension tests are supposed to work only with the CDB Oracle server container images. In order to support non-CDB images the test suite needs to be enhanced for handling `database.pdb.name` correctly. See io.debezium.connector.oracle.util.TestHelper#PDB_NAME.
