Which use case/requirement will be addressed by the proposed feature?

We have an include list for retries. I reached out to Vitess open source community and looked through Vitess codebase and there is no exception that is not safe to retry, so retry on all of them. Avoids a brittle implementation of having to expand the retry list each time we encounter a new scenario.
