Which use case/requirement will be addressed by the proposed feature?

In our org we have a usecase where we want a ConnectException saying that "no tables would be captured according to the table include list provided" to be exposed to the user. But in the current scenario debezium only produces a warning in this case and hence the connector keeps on running without any progress. 

Implementation ideas (optional)

We can introduce a new config and enable this behaviour for anyone who needs it. It is quite useful in scenarios where someone is using a managed debezium offering.
