JDBC offset storage: Change encoding from UTF-16 to UTF-8

    Description

      JDBC storage was implemented in https://issues.redhat.com/browse/DBZ-3621.

      The Offset storage has been implemented using UTF-16 encoding, but a lot of databases support UTF-8 by default and by changing it to UTF-8, it will be easier to set the offset manually.
