Investigate Postgresql 16 Logical decoding on standby

    Description

      Seems that on Postgres 16 there will be support for logical decoding on standby. 

      This enables possibility for Debezium to CDC events also from standby reducing the load on master. 

      Together with that https://issues.redhat.com/browse/DBZ-6358  we can automatically manage the fail scenario.
