Inproper handling of timestamp and time fields where time.precision.mode=connect

    Description

      When time.precision.mode is set to connect we should convert TIME_WITH_TIMEZONE and TIMESTAMP_WITH_TIMEZONE fields to connect types.
      Right now there are converted to debezium types.
