Which use case/requirement will be addressed by the proposed feature?

In DBZ-6356 we added support for reading a CSV string as a list of shards for gradual scaling of a debezium connector. It only supported single task mode. This extends this feature to support streaming a multi-shard config list with multiple tasks.
