Create an annotation for flaky tests

The flaky tests should be annotated with a special annotation the will

• contain a link to Jira tracking the flaky test
• ignore failure based on a system property setting
• somehow highlight the flaky test in the list of failures

The Github PR CI jobs will ignore the flaky failures.
