Remove hardcoded list of system database exclusions that are not required for change streaming

As discovered in the PR for https://issues.redhat.com/browse/DBZ-5102, excluding system databases while streaming is not required:

This is also true of even the oldest supported database versions as well.

We should ensure that any in-memory use cases are still respected (e.g. filtering out databases after querying a full listing)
