Update the supported configurations page for Debezium 1.x to specify that, although the release continues to be supported, support is contingent on the deployment being on supported versions of Streams and OCP.

Debezium deployments on OCP version are supported until the OCP version reaches the end of it maintenance support or extended life phase.

• OCP 4.8 Extended life phase ends April 27, 2023.
• OCP 4.9 Maintenance support April 18, 2023.  REMOVED from Supported configurations on 19 April, 2023.
