Conditionalization anomalies in Oracle connector doc

In the Deployment chapter in the Oracle connector doc, the subsection about Obtaining the Oracle JDBC driver is conditionalized for downstream use only.
Embedded within that section, (L2122-2131) there’s a [community] conditional that contains the steps for directly downloading ojdbc8.jar from Maven Central. However, this content is not rendered in either the upstream or downstream docs. It's probably ignored in the upstream build, because it's nested within a product-only conditional that extends from L2089 to L2366.

Because an earlier procedure in the Deployment section includes a direct download link (L2077) for retrieving the driver, the other community-conditionalized content appears to be redundant and should be removed, with the exception of the note (L2124-2125) about how XStreams users should obtain the driver. That note should be preserved and moved to the line directly after the existing download link.

After the nested community conditional is removed, the nested product conditional (L2113-2121) can be eliminated so that the product conditional that starts on L2089 is uninterrupted through to the [endif] statement on L2366.
