Invalid links breaking downstream documentation build

      Link targets used in the downstream documentation were removed from the Oracle, PG, and SQL Server connector docs, leading to failures when building the downstream docs.

      • Oracle: The former Behavior when things go wrong topic and the associated anchor link were removed and replaced by an FAQ topic, causing a cross reference on L51 that was conditionalized for [product] use to fail. Replace the link target to point to the new oracle-frequently-asked-questions anchor.
      • PG: Removal of the Meta information topic that was present in 1.9 and earlier breaks the [product]-conditionalized link on L109.
      • SQL Server: L2142 The database.names property was conditionalized as community-only content. Because a link from the description of the tasks.max property targets database.names, it must likewise be conditionalized.

      The preceding changes do not effect the community version of the documentation.
