Synchronize all actions with core CI & fix GitHub Actions set-output command

The set-output command which has been deprecated was changed as a part of DBZ-5824 is not defined correctly as per the syntax and leads to incorrect result/build outputs. 

Also, synchronize all actions in core CI with non-core repos ie add contributor check, octocat commit check, and update the commit message check to the latest one with the core.
