Require Java 11 for tests

    Description

      Originally it was decided that we will use Java 11 for the main code and Java 17 for the tests.

      Unfortuntalely some tools like the IDEA IDE have issues with this configuration so we are oing to revisit this and step back to use Java 11 for tests too.
