Upgrade Debezium base image to Fedora 37

See https://github.com/debezium/container-images/blob/main/base/latest/Dockerfile#L1, we're still on 34. Note Fedora is rather fast moving (with a new release coming out every six months and updates for older versions being stopped quickly too), so this should be a recurring task.
