We currently have a marker annotation called RequireDatabaseOption but we have a use case where we need to skip a test if a database option is enabled rather than requiring it to be enabled, so we should repurpose the annotation to allow skipping a test based on whether the specified option is enabled or not.

This is specifically to address disabling certain tests on Oracle RAC that just do not currently perform well in the available RAC environment.
