Postgres images now always include PostGIS dependency as a result of https://github.com/debezium/docker-images/pull/72.

We should provide an env variable that could be set during build and will exclude PostGIS from the image. It should be consistent with https://github.com/debezium/postgres-decoderbufs/pull/9
