Configurable Redis connection timeouts

Redis change consumers use Jedis client with default configuration values for connection/socket timeouts. This, in combination with the ping()s to the Redis that the client sends, causes the consumer not work in environments with higher latency and generally less reliable networks. Debezium server configuration should allow passing those values.
