Config the cache size property for ByLogicalTableRouter caches

Currently, we met a connector which delayed with 10-60 minutes frequently, and this connector tps is up to 2w/s, even we did some kafka producer properties tunning without any improving, the change event queue always fully. We found this connector using ByLogicTableRouter for 400 shard tables mapping to 4 topic, the cache size of 16 is not enough for these shard tables.
