DelayStrategy should accept Duration rather than long ms

We generally prefer to use the Java 8 time/date types internally, only converting to long ms at the system boundary. The methods of io.debezium.util.DelayStrategy should be adjusted accordingly. Same for ElapsedTimeStrategy.
