Add logs in Outbox Event Router to indicate message id and key

Currently we do not have logs in Outbox Event Router indicating the emitted message id and key. This information would be helpful to monitor the event information plus event emitted time.

We tried to add event logs inside the db transaction, however this log could not guarantee the event get emitted if we have the db transaction rolled back.
