Avoid build warning about maven-filtering missing plugin descriptor

The maven-filtering artifact listed in the plugins section of the POM is not an actual plugin and leads to warnings during the build about missing a plugin descriptor in the artifact's jar.

Is this even needed? If so, we should move it to a dependency rather than a plugin and then upgrade it to at least 3.2.0 since 3.1.1 is quite old.
