Add Debezium REST extension to tagged KC container image

As per rk3rn3r, it's currently only be part of the nightly image.

• add REST extension in external_libs dir
• symlink to plugin dir on container start
• provide ENV var to DISABLE the REST extension by not creating/deleting the symlink
