Specify database hot name as 0.0.0.0 for Oracle connector tests CI

n the image, the host is specified as 0.0.0.0 to imply all addresses to be bound to; however for whatever reason localhost nor 127.0.0.1 seem to work where-as the specific IP or 0.0.0.0 as a hostname value does.
