Outreach jobs should test all connectors

The outreach job config looks rather incomplete, e.g. we don't seem to test Debezium Server or the Oracle connector. But then, we're testing different logical decoding plug-ins for Postgres, which isn't needed in this context. We should have one run for each component (connector, Debezium Server, REST extension, outbox extension, etc.) as part of the outreach job.
