Oracle SCAN VIP support

      SCAN virtual IP addresses function like node virtual IPs except unlike VIPs SCANVIPs can run on any node in a cluster.

      Client applications connect using the SCANVIP instead of the node VIP do not require updating of tnsnames.ora when nodes are added or removed from the cluster or when services migrate from one node to another.

      Currently when using the SCANVIP, the Debezium connector is unable to connect to the Oracle instance. The configuration requires that you provide the Node VIP instead which won't be the same when a service migrates or a node is removed/added from the cluster.
